* State-to-state purchase/sale of all new/used firearms.

* State-to-state transfer of firearm frames [serial numbers].

* Tansfer of firearms within NewYork State to/from places impractical to personally travel to.

* Purchase of all new handguns in New York State [CoBIS].

* Violating any of these provisions my constitute the commission of a felony.
